Geography and climate

The Lugansk People’s Republic is located in the south of the European part of Russia, on the banks of the Seversky Donets River. The terrain is an undulating plain that rises on the valley of the Seversky Donets River to the north and south. In the south, there is the Donets Ridge, with alternating accidented, water-partings and deep valleys with steep banks and dry river beds. The main water artery is the Seversky Donets River; most of the local rivers flow into its basin.

The climate of the republic is temperate continental. The average January temperature is −7.2°C; the average July temperature is 21.2°C. The average annual precipitation ranges from 400mm to 500mm. The steppe ecosystem is home to herbaceous vegetation that grows in chernozem.

Government

The status of the Lugansk People’s Republic shall be determined by the Agreement signed between the Russian Federation and the Lugansk People’s Republic on the Accession of the Lugansk People’s Republic to the Russian Federation and the Establishment of a New Constituent Entity of the Russian Federation; the Constitution of the Russian Federation; the Federal Constitutional Law No. 5-FKZ 'On the Accession of the Lugansk People’s Republic to the Russian Federation and the Establishment of a New Constituent Entity of the Russian Federation', dated 4 October 2022; and by the Constitution of the Lugansk People’s Republic.

Legislative power of the LPR is exercised by the People's Council of the Lugansk People's Republic, which is the permanent representative and only body of legislative authority in the Lugansk People's Republic.

The People's Council of the Lugansk People's Republic has 50 deputies elected for five years, running in the single republican electoral district in proportion to the number of votes cast for lists of candidates. The current composition of the People’s Council of the Lugansk People’s Republic was elected in September 2023. The term of end of office is September 2028.

The executive branch of the LPR is represented by the Head of the Lugansk People’s Republic, the Government of the Donetsk People’s Republic, and other bodies of executive authority of the republic.

The Government exercises its authority over the executive bodies of the Lugansk People’s Republic and is the permanent supreme executive authority (supreme executive body) in the LPR.

The Head of the Lugansk People’s Republic is the republic’s highest-ranking official, who exercises executive power, constitutes the Government of the Lugansk People’s Republic, and may decide on its resignation. He is elected for five years by the deputies of the People's Council of the Lugansk People's Republic. The term of office of the current incumbent expires in September 2028.

Economy and natural resources

The leading industries in the LPR are the metals industry, coal, anthracite and peat coal mining, machine-building and the chemical industry.

The republic’s main enterprises are Krasnodonugol, RovenkiAnthracite, Alchevsk Metalworks, the Alchevsk Coke and Chemical Plant and the Lugansk Pipe Plant.

The republic has a developed agricultural sector focusing on crop farming. It specialises in farming grains and legumes (wheat, rye, barley, oats, corn, peas, soybeans, buckwheat and millet), as well as fruit and vegetables. Livestock breeding mostly concerns the production of poultry meat and pork.
