Federation Council Committee on Agriculture and Food Policy and Environmental Management

Matters falling within the jurisdiction of the Committee shall include:

• state agrarian and food policy;
  
• agro-industrial production, the food and processing industries, agrarian markets, and food safety;
  

• technical regulation, quality, and certification of agricultural and food products, veterinary and phytosanitary control (supervision), regulation of production of viticulture and winemaking products;

• the social development of rural areas;
  

• state policy in matters concerning natural resources and environmental protection;
  
• the possession, use, and management of land and other natural resources of the Russian Federation, including the continental shelf and the exclusive economic zone of the Russian Federation;
  
• the study, conservation, reproduction, and sustainable use of natural resources and issues concerning comprehensive nature management;
  
• delimitation of the jurisdiction and powers of the Russian Federation and the constituent entities of the Russian Federation on environmental management, environmental protection, and ecology;
  
• land legislation, land development, land use, the management of land resources, land protection, soil fertility, land assessment, and land monitoring;
  
• forestry, forest development, management in the use and protection of forest resources, and forest inventory;
  
• water services and the management of water resources and water bodies;
  
• state policy in matters concerning subsoil protection, the supervision of the sustainable use and protection of subsurface resources, and monitoring of the condition of subsurface resources as part of state environmental monitoring;
  

• environmental protection, including environmental education and eco-volunteering, ensuring environmental safety, including in the use of mineral resources;

• specially protected natural territories;
  
• the fisheries industry;
  
• flora and fauna resources;
  
• hunting and the hunting industry;
  
• state management in matters concerning the handling of production and consumption waste, including nuclear waste;
  
• state policy in matters concerning the study, development, and use of the natural resources of the World Ocean, the Arctic, and Antarctica in the interests of the Russian Federation;
  
• meteorology, geodesy, and cartography.
