Federation Council Committee on Defense and Security

Matters falling within the jurisdiction of the Committee shall include:

• preliminary consideration of the decree of the President of the Russian Federation on the introduction of martial law;
• preliminary consideration of the decree of the President of the Russian Federation on the introduction of a state of emergency;
• preliminary consideration of the possibility of using the Armed Forces of the Russian Federation outside the territory of the Russian Federation;
• preliminary discussion of the issue of termination by the President of the Russian Federation of powers of the Chairman of the Constitutional Court of the Russian Federation, Deputy Chairman of the Russian Constitutional Court, and judges of the Constitutional Court of the Russian Federation, Chairman of the Supreme Court of the Russian Federation, Deputy Chairman of the Supreme Court, and judges of the Supreme Court of the Russian Federation, chairmen, deputy chairmen and judges of cassation courts of general jurisdiction, appellate courts of general jurisdiction, military court of cassation, military court of appeal, district arbitration courts, arbitration courts of appeal, and the Intellectual Property Rights Court;
• preliminary discussion of the issue of early termination of the powers of the Chairman of the Constitutional Court of the Russian Federation and Deputy Chairman of the Constitutional Court of the Russian Federation without termination of his powers as judge of the Constitutional Court of the Russian Federation on the proposal of the President of the Russian Federation;
• preliminary discussion of the candidate for the position of the Prosecutor General of the Russian Federation submitted by the President of the Russian Federation for consultations;
• consultations on the candidates submitted by the President of the Russian Federation for the position of the deputies of the Prosecutor General of the Russian Federation, public prosecutors of the constituent entities of the Russian Federation, public prosecutors of military and other specialized public prosecutor’s offices equivalent to the public prosecutors of the constituent entities of the Russian Federation;
• preliminary discussion and submission to the Federation Council of candidates submitted by the President of the Russian Federation for consultation for the position of heads of the federal executive bodies (including federal ministers) responsible for defense, state security, internal affairs, emergency prevention, disaster management, and public security;
• preliminary discussion of the candidate submitted by the President of the Russian Federation for consultations for the position of head of the federal executive body (federal minister) in charge of justice;
• preliminary consideration of internal and external security issues of the Russian Federation;
• military construction;
• financing of the military organization of the state and its components, national defense, and state security;
• international military and military and technical cooperation, including the ratification and denunciation of the relevant international treaties of the Russian Federation;
• ensuring interaction with the Collective Security Treaty Organization;
• status of military personnel, law enforcement officers, and other special services, employees of the military and industrial complex, customs authorities, as well as their families;
• social security of military personnel;
• military and patriotic, and military and patronage work;
• issues of the status and protection of the state border of the Russian Federation, airspace of the Russian Federation, and national interests of the Russian Federation in the territorial sea, on the continental shelf, in the exclusive economic zone of the Russian Federation, and in the World Ocean;
• issues related to the fight against organized crime, terrorism, extremism, illegal arms, and drug trafficking;
• transport security, including road safety;
• fire safety;
• civil and territorial defense, prevention of emergency situations, and elimination of their consequences;
• military service and public service in the system of law enforcement agencies of the Russian Federation;
• countering illegal migration.
