A meeting with Prime Minister of Vietnam at the Federation Council.
Federation Council Speaker Valentina Matvienko had a meeting with Prime Minister of the Socialist Republic of Vietnam, Phạm Minh Chính.
The Speaker highlighted the significance and timeliness of the Vietnamese delegation’s visit to Russia. “I am confident that it will give a strong boost to our continued extensive cooperation,” Valentina Matvienko stated.
She also pointed to the successful elections to Vietnam’s National Assembly. “Vietnam’s parliament has always played a vital role in achieving the nation’s socioeconomic development objectives as well as in enhancing its global standing,” she noted.
According to the Speaker, senators are determined to make every effort to ensure the implementation of the agreements reached at the highest level. “Vietnam is our long-standing and trusted partner. The year 2025 saw several major anniversaries: the 80th anniversary of Victory in the Great Patriotic War, 75 years since the two countries established diplomatic relations, and the 50th anniversary of the liberation of South Vietnam,” Valentina Matvienko said.
“We value that the Vietnamese people remember the support our country provided during their heroic struggle against foreign intervention. Following Vietnam’s full liberation, our engineers, construction workers, doctors, and scientists contributed to restoring the country,” the Federation Council Speaker added.
During her meeting with Prime Minister of the Socialist Republic of Vietnam Phạm Minh Chính, the Speaker emphasized that relations between Russia and Vietnam have withstood the test of time and are currently developing within the framework of a comprehensive strategic partnership. “Due to longstanding bonds of friendship and mutual support, Vietnam remains our close and reliable partner in Southeast Asia,” Valentina Matvienko emphasised.
Phạm Minh Chính, in turn, underscored the vital role of the Federation Council in fostering Russia-Vietnam relations. “The sincere friendship between the peoples of Russia and Vietnam remains steadfast, serving as both a foundation and a driving force for younger generations to expand cooperation. Vietnam consistently places great importance on its comprehensive strategic partnership with Russia across all areas and seeks to strengthen it.”
He added that Russia is Vietnam’s most important and dependable partner in Europe.
During the meeting, Valentina Matvienko also highlighted the role of interparliamentary contacts in fostering bilateral relations, including the activities of the Group for Cooperation between the Federation Council and the National Assembly of Vietnam.
The Speaker stressed the relevance of direct engagement between the regions of both countries. She expressed a view that the extensive administrative reform carried out in Vietnam last year creates new opportunities for expanding Russia-Vietnam interregional cooperation.
With 2026 declared the Year of Russia-Vietnam Cooperation in Science and Education, the two sides paid particular attention to collaboration in these fields. They also discussed expanding ties in culture and tourism.
The meeting was attended by First Deputy Speaker of the Federation Council, Head of the Group for the Cooperation between the Federation Council and National Assembly of Vietnam Andrey Yatskin; Deputy Speaker of the Federation Council Konstantin Kosachev; First Deputy Chair of the Federation Council Committee on Foreign Affairs Vladimir Dzhabarov; Deputy Chair of the Federation Council Committee on Social Policy Yulia Lazutkina; and Member of the Federation Council Committee on Federal Structure, Regional Policy, Local Government and Northern Affairs Denis Gusev.
