Russian senators: UK and France’s plans to deliver nuclear explosive devices to Ukraine could escalate the conflict

Senators sent an appeal to the parliaments of the United Kingdom and France, the European Parliament, as well as to the United Nations, the International Atomic Energy Agency (IAEA), and the Review Conference of the Parties to the Treaty on the Non-Proliferation of Nuclear Weapons (NPT).


In response to the Russian Foreign Intelligence Service’s information regarding the United Kingdom and France’s intention to supply nuclear explosive devices to Ukraine, members of the Federation Council called on legislators in both countries to initiate immediate parliamentary investigations. The appeal was addressed to members of the UK House of Commons and House of Lords, as well as to members of the French National Assembly and Senate.

The document was sent through diplomatic channels to the UK and French parliaments, the European Parliament, as well as to the United Nations, the International Atomic Energy Agency (IAEA), and the Review Conference of the Parties to the Treaty on the Non-Proliferation of Nuclear Weapons (NPT).

The appeal states:

“The senators of the Russian Federation are deeply concerned by reports regarding the intention of Great Britain and France to deliver nuclear explosive devices to Ukraine.

The implementation of such plans would lead to a sharp escalation of the conflict, creating direct threats to the security of our country and the entire European region. The peoples of Great Britain and France would inevitably find themselves within the risk zone, since London and Paris cannot fail to understand that, in accordance with the Nuclear Doctrine of the Russian Federation, aggression by a non-nuclear state supported by a nuclear power may be regarded as a joint attack.

The irresponsible collusion of the British and French leaders, who bypass national democratic institutions and established legal procedures, could lead to disastrous repercussions. In this regard, we call on our colleagues – members of the House of Commons and House of Lords of Great Britain, as well as members of the National Assembly and the Senate of France – to immediately initiate parliamentary investigations and, based on their findings, inform their citizens and the international community of all the circumstances surrounding this extremely dangerous situation.

We also call on the UN Security Council, the IAEA, and the Review Conference of the Parties to the Treaty on the Non-Proliferation of Nuclear Weapons to conduct investigations within the scope of their respective mandates.”
