Andrey Denisov: Russia supports parliamentary diplomacy free from sanctions and discrimination

The senator took part in 2026 IPU Parliamentary Hearing at the United Nations held on 12–13 February 2026 in New York, USA, at the UN Headquarters.


Andrey Denisov, First Deputy Chair of the Federation Council Committee on Foreign Affairs, represented the Russian Federation at the parliamentary hearings themed “Parliaments and the United Nations: Better together, delivering for the people.”

The event, which brought together parliamentarians from 50 of the 183 member states of the Inter-Parliamentary Union (IPU), focused on discussions surrounding the reform of the United Nations.

In his address, Andrey Denisov affirmed Russia’s fundamental support for the development of parliamentary diplomacy, including direct cooperation between the UN and the IPU. He stressed, however, that such inter-parliamentary dialogue must be free from sanctions and discrimination. “Russia supports UN reform,” the senator stated, “but we do not need reform for reform’s sake. Any changes must be implemented on a universal, equitable, and consensual basis, with the sole aim of improving the effectiveness of the entire UN system.”

During the hearings, the Russian delegation expressed concern that certain provisions of the “Pact for the Future,” adopted in 2025 and to which Russia gave only partial acceptance, risk undermining the intergovernmental nature of the UN. The delegation argued that these elements could establish a basis for supranational control and interference in the internal affairs of member states, and therefore cannot serve as a foundation for genuine UN reform.

On the sidelines of the event, Andrey Denisov held a series of meetings with parliamentarians from friendly nations. He also discussed preparations for the 152nd IPU Assembly, scheduled for this April in Türkiye, with IPU President Tulia Ackson.

Commenting on the outcomes of the event, Andrey Denisov said: “The UN Parliamentary Hearings provide a valuable opportunity to amplify parliamentarians’ voices and convey Russia’s position on the critical issue of reforming the UN system, thereby preventing our detractors from dominating the narrative and controlling the process.”
