Bair Zhamsuyev and Gennady Ordenov participated in APA session events in Manama.
Deputy Chair of the Federation Council Committee on Foreign Affairs Bair Zhamsuyev and member of the Federation Council Committee on Agriculture and Food Policy and Environmental Management Gennady Ordenov took part in the 16th plenary session of the Asian Parliamentary Assembly (APA). The events were held in Manama, the Kingdom of Bahrain.
The central theme of the session was the role of Asian parliaments in strengthening intercultural and inter-civilisational dialogue across the continent.
In his address, Bair Zhamsuyev underscored that the contemporary international agenda is characterised by profound and multifaceted transformations on a global scale and a transition towards a more equitable multipolar world order. “Harmonious intercultural dialogue is not only an effective tool for mitigating disagreements between states but also one of the key conditions for sustainable national development,” he stated.
The senator highlighted the broad international support, particularly from partners in BRICS, the CIS, the CSTO, and other international organisations, for Russia’s principles, which are rooted in respect for the sovereignty, independence, and culture of every nation and state. According to Bair Zhamsuyev, legislative collaboration within the APA framework plays a pivotal role in reinforcing intercultural and inter-civilisational dialogue, emphasising the importance of preserving Asia’s cultural codes, spiritual and moral traditions, and countering the resurgence of neo-colonial policies.
“Cross-platform cooperation among associations can serve as the foundation for establishing a Greater Eurasian Partnership, which would unlock new horizons for strengthening ties between nations. Russia advocates for the construction of an architecture of equal and indivisible security in Eurasia, encompassing every state and association of the continent without exception,” the senator stressed. As an example, he cited the Asia Cooperation Dialogue (ACD), which is a promising mechanism for Eurasian cooperation that introduces new dimensions to practical collaboration.
Bair Zhamsuyev also emphasised the importance of fostering robust connections between the youth of different countries – a cornerstone for intercultural and inter-civilisational dialogue.
Furthermore, the senator reaffirmed the interest of Russian lawmakers in further developing practical cooperation within the APA – a unique platform that unites the parliaments of the majority of Asian nations.
During the APA plenary session, discussions in the Standing Committees covered prospects for deepening cooperation among APA members to safeguard and promote multilateral engagement, joint efforts by Asian parliaments and governments to advance economic prosperity in Asia, measures to support cultural diversity and to protect cultural heritage, opportunities for integration through information and communication technologies, youth and child development programmes aimed at building a sustainable society, and collaboration in the field of tourism.
The senator announced that the Manama Declaration would be adopted following the 16th plenary session.
A series of bilateral meetings with foreign partners was also held on the sidelines of the event.
