The Committee on Foreign Affairs held a meeting to discuss increasing the effectiveness of the Federation Council’s cooperation groups with the parliaments (chambers of parliaments) of foreign countries.
The event was attended by Federation Council Deputy Speaker Konstantin Kosachev, Chairman of the Federation Council Committee on Foreign Affairs Grigory Karasin, Chairman of the Federation Council Committee on Budget and Financial Markets Anatoly Artamonov, Chairman of the Federation Council Committee on the Rules of Procedure and Parliamentary Governance Vyacheslav Timchenko, Chair of the Federation Council Committee on Social Policy Yelena Perminova, and Chairman of the Federation Council Committee on Federal Structure, Regional Policy, Local Government, and Northern Affairs Andrei Shevchenko, as well as other Russian senators who lead the cooperation groups.
Igor Kapyrin, Director of the Department for Liaisons with the Constituent Entities of the Federation, the Parliament and Public Associations of the Russian Foreign Ministry, delivered a report.
The senators discussed ways to enhance the effectiveness of the Federation Council’s interparliamentary activities, including practical measures to strengthen cooperation with foreign parliaments and improve coordination with federal executive bodies.
Participants in the meeting noted that interaction with the parliaments of most countries around the world is demonstrating constructive engagement and positive dynamics, despite the challenging foreign policy environment.
“Today, we are seeing a clear demand for unifying themes and agendas. Direct interparliamentary contacts are valuable as they help restore an atmosphere of trust and find mutually acceptable solutions,” Grigory Karasin emphasised.
Particular attention was given to enhancing interregional and cross-border cooperation, as well as promoting the expansion of economic and humanitarian ties between the constituent entities of the Russian Federation and regions of other countries.
