Grigory Karasin: Parliaments play an increasing role in shaping a just world order

The senator addressedthe 11th BRICS Parliamentary Forum in Brazil.


During the 11th BRICS Parliamentary Forum in Brazil, Chair of the Federation Council Committee on Foreign Affairs Grigory Karasin addressed the fifth working session titled Uniting the Efforts of BRICS Parliaments to Reform the Multilateral Architecture of Peace and Security.

According to Grigory Karasin, the world is currently witnessing a shift from an outdated unipolar model to a more just, multipolar system.
“Unfortunately, not everyone is willing to accept these objective and inevitable changes,” he said. “In an attempt to preserve its perceived dominance, the collective West is destabilising the situation in various regions of the world. Efforts are being made to politicise the work of key inter-state platforms and to roughly distort the fundamental principles of the UN Charter. Such actions undermine the role of universal multilateral institutions as tools for balancing interests, coordinating state actions and finding joint solutions to global challenges.”

The Senator stressed that Russia consistently advocates measures to strengthen the UN’s central role, while unfailingly honouring its Charter and other norms of international law in all their entirety and interdependence. “At the same time,” he added, “we are convinced of the need to adapt the UN Security Council to modern realities shaped by a multipolar world order. This means expanding representation within the Security Council to include more countries of the Global South, particularly from Asia, Africa, and Latin America, which are destined to become a cornerstone of the new global architecture.”

According to Grigory Karasin, parliaments are now playing a much more substantial role in addressing the challenges of building a just, equitable, and representative world order. “Lawmakers must ensure an open and honest dialogue among all interested parties,” he said.

“BRICS countries are making a substantial contribution to solving today’s global issues in the interests of sustainable development of their countries. A harmonious world can only be built through dialogue and equitable cooperation,” Grigory Karasin said in conclusion.

The Senator also held a meeting with President of the Foreign Relations and National Defence Commission of the Brazilian Federal Senate Nelsinho Trad. The officials discussed bilateral cooperation, emphasising the need to revitalise interparliamentary friendship groups and noting the potential for expanding regional ties.

According to Grigory Karasin, Nelsinho Trad submitted a Brazilian draft document for establishing the bi-oceanic trade corridor.
