The Deputy Speaker of the Federation Council spoke at the International Economic Forum in Kazan about measures to alleviate the administrative burden on businesses in the Russian Federation.
Deputy Speaker of the Federation Council Nikolai Zhuravlev took part in the XVI International Economic Forum Russia — Islamic World: KazanForum.
The senator delivered
a presentation at the session titled Guaranteed Protection of Bona Fide Business and Foreign Investment in Russia as an Impetus for Global Economic Development.
The Deputy Speaker highlighted the increasing significance of the Islamic world
in global politics and the economy. He noted that Islamic countries are demonstrating
impressive growth rates and establishing new centres of economic growth.
“The Russian-Islamic dialogue is founded on mutual respect, consideration of each other's interests and adherence to traditional values. We recognise significant potential in strengthening ties between our countries. Moreover, Russia is not only open to foreign investments but is also ready to provide reliable guarantees for their protection,” stressed Nikolai Zhuravlev.
The senator stated that Russia is making substantial legislative efforts to foster a favourable business environment, primarily by alleviating the administrative burden on businesses. “At the same time, we advocate for bona fide adherence to mandatory requirements, with a primary focus on preventing offences,” the Deputy Speaker explained.
Furthermore, Nikolai
Zhuravlev mentioned the expanding possibilities for interaction with the state through digital services, including remote inspections, self-analysis, and the ability to appeal against issued resolutions. The need for personal
meetings with control and supervisory authorities has been minimised.
“It is crucial to develop preferential tax regimes,” the senator said. He specifically highlighted special economic zones, territories of advanced development and the mechanism of investment protection and promotion
agreements, which allow investors
to recover up to 100 percent of infrastructure costs while ensuring stable business
conditions.
During the forum, Nikolai Zhuravlev and heads of Russian regions also discussed enhancing relationships between regions and foreign partners. ”It is vital for regions to showcase their industrial, tourism and investment potential, as well as to present export goods at their stands at the forum. The Federation Council has consistently noted that exports are a key source of sustainability for local budgets,” concluded Nikolai Zhuravlev.
The senator emphasised the importance of informing local authorities about potential export markets and providing a list of prospective foreign partners. Events like the Kazan Forum are essential for creating new opportunities for regions to promote their products in international markets.
