Efforts should be made to implement the adopted decisions at the federal and regional levels, the Federation Council Deputy Speaker noted.
Federation Council Deputy Speaker Konstantin Kosachev took part in a meeting of the working group of the Foreign Ministry’s Council of Heads of Constituent Entities. The participants discussed a topic of value-based migration to Russia, its mission, and historical and global context.
Konstantin Kosachev noted that certain legislative decisions have been adopted in recent years to fast-track the return of compatriots to the homeland.
“The institute of repatriation has been introduced, and rules for obtaining Russian citizenship simplified for participants in the State Programme to Assist the Voluntary Resettlement of Compatriots Living Abroad. A law has been adopted to allow the programme participants who have the repatriate status to immediately receive a residence permit without the procedure for obtaining a temporary residence permit,” he said.
According to the deputy speaker, it is necessary to implement these decisions at the federal and regional levels, as well as in educational standards and textbooks. Efforts should also be made to promote and envisage them at the international level, such as within the EAEU, BRICS, SCO, and other associations.
Konstantin Kosachev added that, according to Presidential Executive Order On Providing Humanitarian Support to Individuals Sharing Traditional Russian Spiritual and Moral Values dated 19 August 2024, those who have expressed a desire to move to the Russian Federation due to their rejection of their countries’ policy that contradicts traditional Russian spiritual and moral values can apply for a temporary residence permit without submitting a document that confirms proficiency in the Russian language and knowledge of the history and fundamentals of Russian legislation.
In September 2024, the Russian Government approved a list of foreign states and territories that implement the policy that imposes destructive neoliberal ideological attitudes that contradict traditional Russian spiritual and moral values.
