Federation Council delegation attends the 10th G20 Parliamentary Speakers’ Summit (P20)

The Summit’s topic was Parliaments for a Just World and a Sustainable Planet.


Led by Deputy Speaker of the Federation Council Konstantin Kosachev, the Federal Assembly delegation attended the 10th anniversary G20 Parliamentary Speakers’ Summit (P20) in Brasilia. The delegation included First Deputy Chair of the Federation Council Committee on Foreign Affairs Andrey Denisov, First Deputy Chair of the Federation Council Committee on the Budget and Financial Markets Sergey Ryabukhin, Deputy Chair of the Federation Council Committee on Agriculture and Food Policy and Environmental Management Tatiana Sakharova, and State Duma deputies.

According to Konstantin Kosachev, the Brasilia summit has once again confirmed the importance of this international parliamentary negotiating venue for the effort to formulate and promote a balanced global agenda free from attempts to impose a unipolar development model on the Global Majority. But the representatives of the UK, European Parliament, and Spain failed to resist the temptation to ignite a fire of war by artificially dragging the Ukraine conflict into the discussion. However, their appeals were disregarded. Conscious of the summit’s general intent to hold a constructive debate on development issues, the US, Australia, Germany and Japan chose to ignore the event. (P20 includes 19 countries and two organisations.) The collective West failed to gain control of the G20. The absolute majority of speakers focused on a detailed discussion of priorities set out by the Brazilian Chairmanship, including the fight against inequality in all its aspects, the green energy transition, sustainable development, and a reform of global governance institutions.

Deputy Speaker of the Federation Council noted that the Russian parliamentary delegation had the opportunity to articulate Russia’s approaches to the most important international issues, from achieving the Sustainable Development Goals to reforming the UN and other multilateral institutions. Following the Summit, it was announced that a joint statement had been adopted. “The statement is a substantive and constructive document. In this way, Russian parliamentarians were able to make a significant contribution to the fight against hunger, poverty and inequality, as well as to the preparations for the G20 Summit, which will convene on 18−19 November in Rio de Janeiro,” he said.

Konstantin Kosachev presented a well-argued position on the following agenda items: “Parliaments in the construction of global governance adapted to the challenges of the 21st century” and “The role of parliaments in promoting sustainable development.”

The delegation held bilateral meetings within the framework of the P20 Summit with leaders of the Brazilian National Congress, including President of the Federal Senate Rodrigo Pacheco, his first deputy Veneziano Vital do Rego, and Nelsinho Trad, Coordinator for Cooperation with BRICS Countries and member of the Brazilian IPU Group. “With the BRICS Chairmanship transitioning from Rissa to Brazil, we used these meetings with our Brazilian colleagues to encourage them to maintain the momentum achieved in the BRICS parliamentary dimension during the Russian Chairmanship in 2024,” Konstantin Kosachev said.

The parliamentary summit was attended by 30 parliamentary delegations from 25 countries (their legislatures represented by 17 speakers, 12 vice-speakers, and parliamentary members), and five international organisations, including the UN, the Inter-Parliamentary Union, and the Mercosur Parliament.

South Africa is taking over as P20 Chairman, and will host the next parliamentary summit in 2025.
