Ratification of the Treaty on Comprehensive Strategic Partnership between Russia and the DPRK approved

First Deputy Chair of the Federation Council Committee on Foreign Affairs Vladimir Dzhabarov presented the document.

The federal law On Ratifying the Treaty on Comprehensive Strategic Partnership between the Russian Federation and the Democratic People’s Republic of Korea has been approved.

First Deputy Chair of the Federation Council Committee on Foreign Affairs Vladimir Dzhabarov presented the document.

According to Vladimir Dzhabarov, the treaty will replace the current Treaty on Friendship, Neighbourliness and Cooperation between Russia and the DPRK, signed in 2000.

“The signing of the new treaty is motivated by the evolution of the geopolitical situation in the world and the region and by qualitative changes in relations between Moscow and Pyongyang. The treaty sets forth key principles for developing Russian-Korean ties aiming to expand and strengthen partnership and strategic collaboration in all spheres while establishing a multipolar international system,” Vladimir Dzhabarov said.

He noted that the comprehensive strategic partnership is based on mutual respect for state sovereignty, territorial integrity and non-interference in internal affairs.

“The parties agreed to cooperate in the political, trade, investment and cultural spheres, and to develop interregional and border cooperation. Emphasis was made on prioritising efforts to uphold sovereignty and ensure the security of both states. The document allows for mutual and other forms of assistance under Article 51 of the UN Charter, should one of the countries face armed aggression from another state or several states and finds itself in a state of war,” the senator added.

Vladimir Dzhabarov emphasised that the treaty is purely peaceful and defensive in nature, and is not directed against any third country. The treaty’s ratification will strengthen friendly ties, expand and deepen Russian-Korean cooperation across all areas and contribute to upholding peace, regional and global security and stability.
