Lilia Gumerova meets with WIPO Deputy Director General Binying Wang

The Federation Council has a strong interest in research and initiatives focused on the protection of regional brands, the senator noted.


Chair of the Federation Council Committee on Science, Education and Culture Lilia Gumerova had a meeting in Geneva with Binying Wang, Deputy Director General of the World Intellectual Property Organisation (WIPO). Viktoria Galkovskaya, Deputy Head of the Federal Service for Intellectual Property (Rospatent), also participated in the event.

The senator talked about the Council on Intellectual Property Issues, an advisory body within the office of the Federation Council Speaker, and described it as an effective platform for exchanging views and making concrete decisions, including on regulating matters related to intellectual property.

Lilia Gumerova emphasised the significance of the Russian Federation’s accession to the Geneva Act of the Lisbon Agreement on Appellations of Origin and Geographical Indications . “As a chamber of regions, the Federation Council has a strong interest in WIPO’s research and initiatives related to the protection of regional brands,” she added.

The senator noted that Russia ranks among the top ten countries globally for patent activity and is within the top five in the Madrid System for international trademark registration. “Our country remains actively engaged in the international system for intellectual property protection. We are committed to engaging all available legal mechanisms to safeguard our economic interests,” she said.

The head of the Federation Council committee highlighted the strong demand for WIPO projects and research on intellectual property protection in the digital era, including in terms of data usage and protection. She also emphasised WIPO’s initiatives to offer more education and raise awareness on intellectual property. “It’s encouraging that we have numerous opportunities for effective and productive collaboration to strengthen the institution of intellectual property,” she concluded.

Binying Wang noted that substantial progress has already been achieved through joint efforts and expressed interest in further developing this cooperation.
