Konstantin Kosachev: New technologies and innovations create space for constructive and mutually beneficial cooperation

The Deputy Speaker of the Federation Council spoke at the plenary session of the 149th IPU Assembly.


 Deputy Speaker of the Federation Council Konstantin Kosachev took part in a discussion on Harnessing science, technology and innovation for a more peaceful and sustainable future.

The Deputy Speaker of the Federation Council noted that in recent years, achievements in science, technology and innovation have been used by the West mainly to assert its global superiority. According to him, an analysis of Western restrictive measures shows that they have a negative impact on all the 17 UN Sustainable Development Goals. Konstantin Kosachev expressed confidence that barriers to science and technology progress and international trade, disruption of supply chains by unilateral restrictions, politically motivated demands to other countries aimed to secure undeserved advantages for the West, should receive a clear negative assessment from the Inter-Parliamentary Union.

“Russia stands for a comprehensive non-politicised approach to the implementation of the Sustainable Development Goals,” Konstantin Kosachev stressed.

The Deputy Speaker of the Federation Council called on the parliamentarians to combine efforts to reduce the economic, energy, food and digital divide between countries and regions.

Konstantin Kosachev also attended a meeting of the IPU Task Force on Ukraine. The Russian side submitted a translation of the final report of the Parliamentary Commission to investigate the Kiev regime’s criminal acts against minors, published in June 2024, as well as the Russian Civic Chamber’s reports on the crimes committed by the Ukrainian military in the Kursk Region. “We pointed out that shelling of nuclear energy facilities by Ukraine was unacceptable,” the Senator said.

In addition, Konstantin Kosachev met with President of the Senate of the Republic of Burundi Emmanuel Sinzohagera on the sidelines of the Assembly.

The Burundian side proposed signing a memorandum of understanding and cooperation between the Federation Council and the Senate of Burundi. In turn, the Deputy Speaker of the Federation Council expressed interest in developing inter-parliamentary cooperation with Burundi. The parties also discussed the digital transformation of legislative bodies.
