Alexander Dvoinykh: The topic of the IPU resolution on the impact of artificial intelligence on democracy meets the needs of the times

The Senator spoke during the IPU Eurasia geopolitical panel at the 149th IPU Assembly.


Chair of the Federation Council Committee on Agriculture and Food Policy and Environmental Management Alexander Dvoinykh participated in the work of the IPU Eurasia geopolitical group at the 149th IPU Assembly.

The Senator commented on the position of the Russian Federation on the IPU draft resolution, The Impact of Artificial Intelligence on Democracy, Human Rights and the Rule of Law.

“The resolution meets the needs of the time. The document reflects the recognition of the cross-border nature of artificial intelligence, the widespread use of neural networks and their impact on democratic processes and the interests of all countries and peoples,” said Alexander Dvoinykh.

According to him, Russia conceptually supports the formation of a global system of legal regulation of artificial intelligence under the central coordinating role of the UN on the basis of the exclusive right of states to make decisions within the framework of equal and mutually respectful dialogue in accordance with international law.

Additionally, Alexander Dvoinykh mentioned the weak aspects of the resolution, in particular, insufficient attention given to risks such as unemployment, social and psychological self-isolation of users, manipulation of their behaviour, the growing digital gap between countries, and unilateral sanctions on the supply of technology.

The Senator pointed out that the resolution contains terminology typical of the neoliberal West, for example, the concept of “rules” instead of “legal standards.”

Alexander Dvoinykh suggested calling on national parliaments to continue focusing on the influence of artificial intelligence on democracy and human rights.

Work on the IPU draft resolution will continue at the meetings of the IPU Standing Committee on Democracy and Human Rights. Senator Andrey Klimov is participating in this work on behalf of the Federation Council.

Senator Alexander Dvoinykh also took part in the coordination meeting of heads of the parliamentary delegations of the CSTO member states in the Inter-Parliamentary Union on the sidelines of the 149th Assembly.
