Senators and experts discuss Russia’s efforts to counter legal aggression by the United States and other Western countries

The roundtable discussion was organised by the Federation Council Committee on Foreign Affairs in cooperation with the Federation Council Committee on Constitutional Legislation and State Building.


The Federation Council committees on Foreign Affairs and Constitutional Legislation and State Building organised and conducted a roundtable discussion titled “Issues of countering legal aggression by the US and other Western countries.”

The event was attended by Federation Council Deputy Speaker Konstantin Kosachev, the Russian senators, Foreign Ministry officials and representatives of other relevant ministries and agencies, and the expert community. First Deputy Chair of the Federation Council Committee on Foreign Affairs Sergei Kislyak acted as the moderator of the discussion.

“We have noticed a systematic and coordinated use of legal instruments that are created to reinforce anti-Russia arguments. In effect, this amounts to the unfolding of judicial aggression against our country,” emphasised Sergei Kislyak.

Konstantin Kosachev focused on the international legal aspect of this issue.

In his opinion, the hybrid war that encompasses the information space, is witnessing clashes aimed at discrediting and demonising Russia in the eyes of the international community and inciting enmity inside the country with a view to overthrowing the current political regime. The same forces are attempting to sow ethnic discord, provoke inter-religious conflicts and a clash between the authorities and civil society. “On top of all that, they are attacking cyberspace and recruiting and funding terrorists to commit terrorist attacks in Russian cities,” Mr Kosachev added.

“These challenges and threats are well known and understandable. Our security services are successfully countering them. However, after the start of the special military operation, Russia has been subjected to legal aggression, in the course of which one group of states is abusing judicial mechanisms to prejudice the rights and lawful interests of another state,” said Mr Kosachev.

He revealed in detail the goals of the legal aggression and cited specific examples of abusing arbitral jurisdiction, immunity of top officials and sovereign assets of a state.

“The West is using legal aggression to legitimise its evil intentions, record the results it wants in the annals of history and give a judicial seal to Russia’s ‘strategic defeat,” Konstantin Kosachev emphasised.

Senators and experts discussed ways of resisting Western attacks against our country by using legal instruments. They also reviewed the use of human resources to defend national interests, ways of alleviating the impact of anti-Russia sanctions on the Russian legal and economic systems and methods of protecting domestic exporters.

Legislators and experts will continue working on the issues discussed.
