Konstantin Kosachev and Mohmad Akhmadov meet with Ambassador Extraordinary and Plenipotentiary of the Sultanate of Oman in the Russian Federation

The senators reaffirmed their commitment to stepping up inter-parliamentary ties with the Sultanate of Oman.


Deputy Speaker of the Federation Council Konstantin Kosachev had a meeting with Ambassador Extraordinary and Plenipotentiary of the Sultanate of Oman in the Russian Federation Hamoud Salim Abdullah Al Tuwayah.

Deputy Chair of the Federation Council Committee on Social Policy and head of the Federation Council’s Friendship Group with the State Council of the Sultanate of Oman Mohmad Akhmadov, and Senator of the Russian Federation, member of the Cooperation Group Sergei Gornyakov took part in the meeting.

Konstantin Kosachev noted the constructive, mutually beneficial, and friendly nature of relations between the Russian Federation and the Sultanate of Oman. “Moscow and Muscat share close or converging positions on most international matters. Oman is Russia’s reliable, tested partner in the Middle East. Our relations are based on the principles of respect and mutual consideration for each other’s interests,” the senator said.

The Deputy Speaker of the Federation Council believes that compared to the overall level achieved by the two countries in promoting their relations, inter-parliamentary ties have so far been lagging behind. In this context, parliamentarians must strive to devise a plan for injecting new momentum in their development. “An agreement to this effect has been reached during Federation Council Speaker Valentina Matvienko’s visit to the Sultanate of Oman,” Konstantin Kosachev pointed out.

Speaking of the main spheres where parliamentarians from the two countries could work together, the Deputy Speaker of the Federation Council mentioned efforts to facilitate the drafting of a visa-free travel agreement and a double taxation treaty. “Facilitating the implementation of the existing bilateral cooperation projects and coming up with new ones must be high on the agenda of our inter-parliamentary dialogue,” he noted.

Mohmad Akhmadov noted that the Russian Federation and the Sultanate of Oman have built a tradition of maintaining friendly, trust-based relations underpinned by their converging approaches to the current regional and global agendas. “We are committed to remaining proactive in promoting our mutually beneficial bilateral cooperation in all spheres,” he said.

Mohmad Akhmadov came forward with an initiative of holding a videoconference between the parliaments of the two countries. “We have yet to complete the drafting of the Memorandum of Understanding between the Federation Council and the State Council of the Sultanate of Oman. I am certain that we need this document for further deepening ties between our countries’ legislative branches, as well as for developing our bilateral relations in general and expanding trade, economic, cultural, and humanitarian ties,” the senator added.

Hamoud Salim Abdullah Al Tuwayah responded to these remarks by saying that the two countries have been proactive in strengthening their relations. “They are based on mutual respect of our interests and commitment to development,” he pointed out. The Ambassador spoke out in favour of further expanding political and economic ties, promoting tourism and trade, as well as increasing Russian investment in Oman.
