Konstantin Kosachev on establishing a Scientific Consultative Council at the Сommission to Investigate the Activities of Bio Laboratories in Ukraine

According to the Federation Council Deputy Speaker, the Commission will rely not only on the information of the Russian Defence Ministry but also on scientific expertise.


The Commission to investigate the circumstances linked with the creation of bio laboratories in Ukraine by US specialists held a regular meeting. It was co-chaired by Federation Council Deputy Speaker Konstantin Kosachev and State Duma Deputy Speaker Irina Yarovaya.

The President of the Kurchatov Institute National Research Centre Mikhail Kovalchuk was invited to the meeting as the main expert.

Head of the Federal Service for Veterinary and Phytosanitary Supervision Sergei Dankvert and Deputy Minister of Agriculture Maxim Uvaidov delievered reports.

According to Кonstantin Kosachev, as of this meeting, the working groups had been fully operational and the Commission had started receiving information on a regular basis. “We are dealing with a mosaic picture that is divided into several parts for the time being. This has been done on purpose to conceal information,” he said.

The Federation Council Deputy Speaker emphasised that the United States has organised activities against its geopolitical opponents throughout the world. Its main goal is to develop UN-banned biological weapons. “According to experts, in some situations the United States considers these weapons to be a cheaper albeit effective means of pursuing military objectives,” he said.

The Senator noted that under the US federal act on uniting and strengthening America in countering terrorism, research on developing bio weapons is allowed if sanctioned by the US government. That said, the Americans are putting their national legislation above any international commitments, including those under the Biological Weapons Convention.

“Now the truth is coming out. Obviously, the developments have been taking place in Ukraine since 1993 when the United States, Canada and Sweden created a Ukrainian national technical centre. The work became systematic in 2005 with the signing of an agreement between the Pentagon and the Ministry of Health of Ukraine. Since 2014, the number of laboratories has increased to 30,” the Senator said.

Konstantin Kosachev explained that these activities are threatening the security of Russia and its citizens.

The Federation Council Deputy Speaker reported that a Scientific Consultative Council had been established under the Commission. “Relevant technology always has a dual purpose. We will rely not only on information from the Defence Ministry but also on scientific expertise.” The first meeting of the council is scheduled for May 5.
