Andrey Klimov: We must find an appropriate response to aggressive Russophobia in the new geopolitical situation

The Senator held a meeting of the Ad Hoc Commission on Protecting State Sovereignty and Preventing Interference in the Domestic Affairs of the Russian Federation.


Deputy Chair of the Federation Council Committee on Foreign Affairs Andrey Klimov held a meeting of the Ad Hoc Commission on Protecting State Sovereignty and Preventing Interference in the Domestic Affairs of the Russian Federation, which he chairs.

The Senator pointed out that on 24 February, Russia, acting in accordance with Article 51 of the UN Charter and with permission of Russia’s Federation Council granted at the request of the President of Russia, launched a special military operation to protect its national security and the security of the Donetsk and Lugansk people’s republics, and to demilitarise and denazify Ukraine.

“Over the period since then, the Washington-led West intensified the anti-Russia actions it has been conducting for years,” Andrey Klimov said. He added that the purpose of the current foreign prevarication was to destroy Russia’s independence and ensure its full and unconditional subjugation.

“The total war declared by the United States against the Russian world has led to the actual renunciation of the UN Charter and the fundamental norms of international law in the West. The organised international anti-Russia group, shedding the last vestiges of respectability, is desperately trying to replace the rule of law with the rule of force,” Andrey Klimov said.

The Senator pointed out that Russia’s sovereignty had been subjected to an unprecedented trial. “We must find an appropriate response to the aggressive Russophobia of the US ruling class and its accomplices in the new geopolitical situation. It has to do with the further strengthening of our sovereignty against external attacks and the neutralisation of any attempts to undermine Russia from within,” he emphasised.

Andrey Klimov added that unfriendly states were relying on the so-called fifth column in Russia. At the same time, the collective West was trying to split Russian society and to provoke civil unrest.

“It is obvious that we have the capability to counter the current challenges in terms of military technology and resources. Recent polls indicate a high level of moral and political unity among Russian citizens and their consolidated support for the President’s policy of protecting the national interests and sovereignty of our country.”

However, Andrey Klimov went on to say, there are many practical issues that must be addressed in the socioeconomic, production technology, foreign policy and economic spheres, as well as in countering information and psychological attacks and cutting short subversive activities.

The Senator noted that the Ad Hoc Commission would soon hold working meetings on practical matters, jointly with State Duma deputies and representatives of ministries, departments and civil society. “After that, the Commission will formulate practical recommendations and legislative initiatives,” Andrey Klimov said.

During the meeting, First Deputy Chair of the Federation Council Committee on Constitutional Legislation and State Building Lyubov Glebova reported on the Federal Law On Amending the Federal Law On Education in the Russian Federation, also known as the Law on Educational Activities. The law, which was co-authored by Federation Council senators and State Duma deputies, came into effect on 1 June 2021. It introduced the concept of “educational activities” and established general requirements for carrying them out beyond the framework of official educational programmes. The Government has been put in charge of regulating these activities.

The meeting of the Ad Hoc Commission was attended by senators Yelena Afanasyeva, Alexander Bashkin, Alexander Vainberg, Olga Kovitidi, Margarita Pavlova, Vladimir Poletayev and Mikhail Belousov, First Deputy Chair of the Civic Chamber Commission on Public Security and Liaison with Public Watchdog Committees Mikhail Anichkin, member of the Presidential Council for Civil Society and Human Rights Igor Ashmanov, member of the Council for Foreign and Defence Policy Andrei Bezrukov, Director of the Institute of World Economy and International Relations (IMEMO) of the Russian Academy of Sciences Fyodor Voitolovsky, Director of the Institute of Europe of the Russian Academy of Sciences Alexei Gromyko, General Director of the Centre for Political Information Alexei Mukhin, Director of the Institute for Agrarian Studies at HSE University Yevgenia Serova, Director of the Centre for Military and Political Studies at MGIMO University Alexei Podberezkin, Head of the Chair of History and Archival Studies at the Moscow State Institute of Culture Leonid Reshetnikov, as well as other scientists and experts.
