Konstantin Kosachyov: Regular Russian and Japanese Council of Governors meetings resume

The Senator summed up the first day deliberations of the Russian and Japanese Council of Governors in Moscow.


Chair of the Federation Council Committee on Foreign Affairs Konstantin Kosachyov has summed up the first day deliberations of the Russian and Japanese Council of Governors that held its meeting in Moscow.

“The first part of the plenary meeting alone has confirmed that the initiative of the President of Russia and the Prime Minister of Japan to restore the Governors’ Council format is required and fully justified,” said Konstantin Kosachyov.

He pointed out that the heads of the Russian regions and Japanese prefectures took part in the discussion most actively and held many bilateral and multilateral talks and meetings.

According to the Senator it was not just the sharing of experience in administering regions and prefectures but also the establishment of direct working contacts, which eventually will lead to new Russian-Japanese inter-regional and inter-government cooperation projects.

“It means that the results of our joint efforts will be felt by the residents of the Russian regions and Japanese prefectures. We will work for the good of them. It is our understanding that the meetings of the Russian and Japanese Council of Governors will be held on a regular basis again,” emphasised Konstantin Kosachyov.

President of the Japanese National Governors' Association and Saitama Prefecture Governor Kiyoshi Ueda believes that the talks were meaningful and important, which will help develop bilateral cooperation purposefully. “Today’s Governors’ Council meeting is the beginning of some large-scale and methodical work.”

Kiyoshi Ueda noted that all the speakers – both from Russia and Japan – tried to present their regions in as greater detail as possible. “To this end, we used every available minute and exchanged views in a most vigorous, fruitful and substantive manner.”

He expressed the hope that the result would be noticeable and positive for the Russian and Japanese people.
