The Federation Council has approved a statement on the 20th anniversary of the start of the military operation carried out by the North Atlantic Treaty Organisation against the Federal Republic of Yugoslavia.

The Federation Council affirms that the military operation launched by North Atlantic Treaty Organisation (NATO) against the Federal Republic of Yugoslavia on 24 March 1999 was an act of blatant aggression against a sovereign European country, which posed a direct threat to international peace and security, had a negative impact on the subsequent development of relations between European countries and eroded mutual trust between them.
The Federation Council notes in the statement that NATO’s military operation was carried out in violation of the United Nations Charter and in the absence of a relevant resolution by the United Nations Security Council, causing enormous harm to the international security architecture. The fact that those guilty of committing these criminal acts were not held accountable led to new acts of aggression by NATO member countries against other sovereign states. In the time since the 1999 missile strikes and bombing, NATO has left no room for doubt that is poses the main threat to global and regional security around the world.
In addition, the Federation Council reaffirms its position that the acts carried out by NATO member countries in respect of the Federal Republic of Yugoslavia must be considered an act of aggression against a sovereign country, and its initiators and executors must be held accountable in compliance with international law.
The Federation Council has called on the parliaments of other countries, the United Nations, the Inter-Parliamentary Union, the Inter-Parliamentary Assembly of Member Nations of the Commonwealth of Independent States, the Parliamentary Assembly of the Collective Security Treaty Organisation, the Parliamentary Assembly of the Organisation for Security and Cooperation in Europe and the European Parliament to condemn NATO’s aggression against the Federal Republic of Yugoslavia and take all the necessary measures to deal with its consequences.
