on the Necessity of Ending the Economic, Commercial and Financial Embargo Imposed by the United States of America Against the Republic of Cuba
The Federation Council of the Federal Assembly of the Russian Federation expresses its strong protest with regard to the ongoing economic, commercial and financial embargo imposed by the United States of America (USA) against the Republic of Cuba.
The United States policy of anti-Cuban sanctions is a blatant violation of the universally accepted principles and norms of international law, including those enshrined in the Charter of the United Nations Organization (UN).
This is evidenced by the UN General Assembly resolutions on the necessity of ending the economic, commercial and financial embargo imposed by the United States of America against Cuba that have been adopted for over 30 years with the overwhelming majority of UN Member States voting in support of them.
The Federation Council of the Federal Assembly of the Russian Federation affirms the need to abolish the Helms-Burton Act, adopted by the United States on 12 March 1996, that prevents the development of commercial, economic and financial relations between the Republic of Cuba and foreign states.
The Senators of the Russian Federation advocate prompt removal of the Republic of Cuba from the list of state sponsors of terrorism as well as the list of states that allegedly practice human trafficking and forced labour or pursue related policies, in which Cuba was included by the United States Department of State.
The Senators of the Russian Federation stress that the peoples of the Russian Federation and the Republic of Cuba are tied with time-tested relations of friendship and cooperation, confirm their readiness to further support the Republic of Cuba’s rightful demands to end the unlawful economic, commercial and financial embargo imposed by the United States.
The Federation Council of the Federal Assembly of the Russian Federation supports further strengthening and expanding bilateral interaction with the National Assembly of People's Power of the Republic of Cuba.
The Federation Council of the Federal Assembly of the Russian Federation urges the Inter-Parliamentary Union, other international parliamentary organizations as well as Parliaments of foreign states to strongly condemn the United States policy of anti-Cuban sanctions and adopt acts in support of the UN General Assembly resolutions on the necessity of ending the economic, commercial and financial embargo imposed by the United States against Cuba.
