STATEMENT
OF THE FEDERATION COUNCIL
OF THE FEDERAL ASSEMBLY OF THE RUSSIAN FEDERATION
on the occasion of the International Day of Parliamentarism
The Federation Council of the Federal Assembly of the Russian Federation, on the eve of the International Day of Parliamentarism celebrated annually on June 30 in accordance with the United Nations General Assembly resolution adopted on May 22, 2018 (A/Res/72/278), calls on the parliaments of the world to contribute to creating an atmosphere of trust and harmony in world affairs.
The senators of the Russian Federation are convinced that in the conditions of the crisis of the current world order and the formation of a multipolar world system, inter-parliamentary cooperation and parliamentary diplomacy should help to establish a dialogue between states. International inter-parliamentary organizations play a special role in this process.
The Federation Council of the Federal Assembly of the Russian Federation stands for the preservation and development of the Inter-Parliamentary Union's potential as a platform for equal exchange of views between national parliaments, and notes the unacceptability of imposing unilateral approaches on the Inter-Parliamentary Union by the collective West to resolve emerging crisis situations in international relations.
Senators of the Russian Federation actively work with their foreign parliamentary counterparts within the framework of international parliamentary structures, such as the Inter-Parliamentary Assembly of the Member Nations of the Commonwealth of Independent States, the Parliamentary Assembly of the Collective Security Treaty Organization, the Asia-Pacific Parliamentary Forum, the Asian Parliamentary Assembly, the Parliamentary Assembly of the Black Sea Economic Cooperation, and the Inter-Parliamentary Assembly on Orthodoxy.
The Federation Council of the Federal Assembly of the Russian Federation develops and maintains a productive dialogue with the Central American Parliament (PARLACEN), the Latin American Parliament (PARLATINO), the Parliament of the Southern Common Market (PARLASUR), and the Parliamentary Union of the Member States of the Organization of Islamic Cooperation in order to find solutions to the most pressing global problems facing the international community.
The Federation Council of the Federal Assembly of the Russian Federation emphasizes that the development and strengthening of ties between the parliaments of the states which are members of such international organizations and associations as the African Union, BRICS, the Shanghai Cooperation Organization and others, is of particular importance in the context of the emerging multipolar world order.
The Federation Council of the Federal Assembly of the Russian Federation notes that any attempts by the collective West to disrupt the dialogue between national parliaments of sovereign states and the work of international parliamentary structures are unacceptable and definitely doomed to failure.
The desire of the United States and their allies to impose a ”rules-based order“ on the world community leads to the destruction of the democratic principles of the modern world order, the undermining of the sovereign equality of independent states, and the revival of the worst practices of forceful coercion, threats and ultimatums characteristic of neocolonialism.
The Federation Council of the Federal Assembly of the Russian Federation is forced to state that aggressive actions of the collective West undermine universally recognized principles and norms of international law, including those enshrined in the Charter of the United Nations.
The senators of the Russian Federation consider the illegal sanctions imposed by the United States of America and their allies against parliamentarians, the use of international inter-parliamentary organizations to attack sovereign states, and the pressure put on national parliaments by representatives of diplomatic missions of Western states demanding to stop inter-parliamentary cooperation with other countries unacceptable.
The senators of the Russian Federation congratulate their parliamentary
counterparts on the International Day of Parliamentarism and urge them to unite
efforts to form a constructive agenda for mutually beneficial cooperation aimed
at establishing strong ties between parliaments of the world and expanding
inter-parliamentary dialogue based on the principles of mutual respect with due
regard for each other's interests.
