Konstantin Kosachev addresses Inter-Parliamentary Speakers’ Conference in Phnom Penh

The Deputy Speaker of the Federation Council also held several bilateral meetings.

Deputy Speaker of the Federation Council Konstantin Kosachev took part in the second meeting of the Inter-Parliamentary Speakers’ Conference, held on 26–28 August in Phnom Penh.

The delegates attending the conference were received by King Norodom Sihamoni of Cambodia and paid courtesy calls on President of the Cambodian Senate Hun Sen, who chaired the official opening of the ISC, and Prime Minister Hun Manet.

During the general debate, Konstantin Kosachev stated that multipolarity and respect for international law enable countries to address even the most complex challenges successfully amid rapidly changing global conditions. He also noted the detrimental impact of the so-called “rules-based order” promoted by Western countries.

The Deputy Speaker presented Russian President Vladimir Putin’s initiative to establish an architecture of equal and indivisible security and outlined the objectives of the Eurasian Charter of Diversity and Multipolarity in the 21st Century. Konstantin Kosachev placed particular emphasis on the importance of the parliamentary dimension in discussing and resolving security issues in Eurasia.

Following the Conference, the Phnom Penh Declaration was adopted. Its provisions are broadly consistent with Russia’s principled approaches to key international issues.

On the sidelines of the conference, Konstantin Kosachev held several bilateral meetings, including talks with President of the Senate Hun Sen, and Ek Nath Dhakal, Secretary-General of the conference.

He also met with Yousaf Raza Gillani, Chairman of the Senate of the Islamic Republic of Pakistan, and Nguyen Thi Thanh, Vice Chairwoman of the National Assembly of the Socialist Republic of Vietnam.
