Konstantin Kosachev: The network of US biological laboratories covers more than thirty countries

The parliamentary commission investigating the circumstances of US specialists creating biological laboratories in Ukraine held a meeting.


Deputy Speaker of the Federation Council Konstantin Kosachev and Deputy Speaker of the State Duma Irina Yarovaya presided over a regular meeting of the parliamentary Commission to Investigate the Circumstances related to US Specialists Creating Biological Laboratories in Ukraine.

Head of the Foreign Intelligence Service Sergei Naryshkin addressed the event as the main expert.

According to Konstantin Kosachev, the deeper the commission members delve into the range of issues connected with the investigation, the more they are aware of the fact that they have hit upon a component of a global US programme, deployed in three dozen countries, which represents a threat to the whole of mankind.

“We are justified in focusing on the Ukrainian theme, because we have managed to get direct access to the facts of the R&D, which the Americans attempted to conceal by breaking it into elements. They have consciously transformed each of the ‘guinea-pig’ countries into an assembly shop of a general military plant that creates know-how and capacities for the production of biological weapons,” said Konstantin Kosachev. He also noted that the US activities had greatly intensified over the past two decades.

“We are addressing the topic of US illegal biological research in countries neighbouring on Russia in a comprehensive manner. A lot is being done through parliaments – the Inter-Parliamentary Assembly of the CIS and the Parliamentary Assembly of the CSTO. The aim is to draw our neighbours’ attention to the acute importance of this problem,” he said.

In his opinion, other countries are coming to “realise the existing threats.” “Russia already has four memorandums – with Armenia, Uzbekistan, Tajikistan, and Turkmenistan – on cooperation in the biological security area. The drafting of identical documents to be signed with another four countries – Belarus, Kazakhstan, Kyrgyzstan, and Azerbaijan – is proceeding apace and has reached the stage of high readiness. We hope that we will cut short the possibility of promoting programmes of this sort,” Konstantin Kosachev stressed.

The next meeting of the parliamentary commission is to be held at the Federation Council on 6 June.
