Senators adopt a statement on uniting the international community’s efforts to counter terrorism

First Deputy Chair of the Federation Council Committee on Foreign Affairs Vladimir Dzhabarov delivered a report on the subject.


The Federation Council adopted a statement on uniting the international community’s efforts to counter terrorism. The draft document was submitted by the Federation Council Committee on Foreign Affairs.

The report on the subject was made by First Deputy Chair of the Federation Council Committee on Foreign Affairs Vladimir Dzhabarov.

According to the senator, the document was drafted as a follow-up to the discussion held at the First Global Parliamentary Summit on Counter-Terrorism in Vienna on September 9, 2021.

“In our statement, we reiterate that countering terrorism can only be effected through the collaborative efforts of states and based on strict compliance with international law and with the central coordinating role of the UN and its Security Council,” Vladimir Dzhabarov said.

He noted that Russian parliamentarians welcome the signing, on the sidelines of the Vienna summit, of the Memorandum of Understanding between the IPA CIS and the UN Office of Counter-Terrorism as a first step towards imparting a parliamentary dimension to the President of Russia’s initiative to create a truly broad-based international counter-terrorism coalition.

 “We believe it is important to urge everyone to continue to talk about this subject during the World Conference on Intercultural and Interfaith Dialogue to be held in St Petersburg in May 2022,” Vladimir Dzhabarov said.

 “The Federation Council recognises the importance of stepping up the opposition to terrorism through cooperation with regional organisations such as the Organisation for Security and Cooperation in Europe, the Commonwealth of Independent States, the Collective Security Treaty Organisation, and the Shanghai Cooperation Organisation. The OSCE Parliamentary Assembly’s Ad Hoc Committee on Countering Terrorism, created at Russia’s initiative, has proved its effectiveness,” the statement reads, in part.

The statement will be submitted to the UN, the parliaments of the UN member states and international parliamentary organisations.
