Federation Council statement on International Day of Parliamentarism

The upper house of the Russian Parliament called on foreign parliaments to join efforts in the search for joint answers to the challenges and threats humankind is facing.


The Federation Council has adopted a statement on International Day of Parliamentarism.

The rapporteur on this topic was Chair of the Federation Council Committee on Foreign Affairs Konstantin Kosachyov.

“The statement says perfectly clearly that we are ready to stimulate our ties with foreign parliaments regardless of any difficulties and disagreements in bilateral relations, because the only method to resolve current problems is dialogue rather than sanctions,” Kosachyov said.

He expressed regret that some parliaments, primarily from the Western group of countries, had curtailed parliamentary ties and adopted sanctions against MPs.

According to the statement, the deliberate actions of some countries, which are advocating a “rules-based” order, have eroded international law and destroyed the system of international arms control treaties and agreements that took decades to create, reviving the threat of a nuclear confrontation.

“The Federation Council of the Federal Assembly of the Russian Federation believes that in this context the role and weight of international parliamentarism and parliamentary diplomacy must grow because they are responsible for developing and encouraging dialogue when other ties have been suspended or are being kept down,” the statement reads.

The document has pointed out the inadmissibility and the danger of raising artificial obstacles to the sustainable development of parliamentarism and inter-parliamentary dialogue, and has also condemned the sanctions adopted against MPs.

The Federation Council has called on foreign parliaments to join efforts to promote inter-parliamentary ties and effectively coordinate the search for solutions to the key issues on the international agenda through interstate dialogue, at the same time precluding any interference in the internal affairs of sovereign states and pressure on their democratic institutions.
